Oacoma Man Tests Positive for Coronavirus, Endangers Neighbors by Going to Stores

But South Dakota’s youth aren’t uniquely self-absorbed. Some 70-something knucklehead in Oacoma tested positive for coronavirus and went around Oacoma and Chamberlain putting his neighbors at risk:

Chamberlain Police Chief Jason Handel tells KELOLAND Investigates that the Brule County State’s Attorney was able to obtain the man’s medical records, which showed he was tested for COVID-19 in Sioux Falls on April 2, with positive results returned on April 5. The man, who is in his 70s, was seen in area businesses on April 5, 6 and 7, prompting those businesses to close to disinfect before re-opening.

Chief Handel said that the emergency manager went to the man’s house in Oacoma and he told them a nurse had cleared him to go out into the community. The typical quarantine period is 14 days [Angela Kennecke, “Central SD Businesses Temporarily Shut Down for Cleaning After Man Positive for COVID-19 Seen in Public,” KELO-TV, 2020.04.08].

Boy, I’ll bet the chances of this fella’s downloading the Governor’s new tracking app on his phone are nil.

Lyman County and the Highway Patrol managed to isolate this guy, but state’s attorney Steve Smith says the state was slow to respond:

Lyman County State’s Attorney Steve Smith says he tried to get a court order directing the South Dakota Department of Health to utilize law enforcement to take the man into custody until the designated quarantine time had passed and he was symptom free.

According to the governor’s office, while not a court order, the Department of Health did issue a public health intervention order to the man, telling him to self-isolate.

Smith: I actually consider this whole case to be a matter where the Department of Health showed no spine in trying to enforce what authority they had. And the governor had no backbone in trying to give these two communities the help they needed to protect themselves [Angela Kennecke, “Dispute over State’s Handling of COVID-19 Case in Central SD,” KELO-TV, 2020.04.09].

The Legislature did pass House Bill 1295 last week, allowing the Department of Health to seek a court order to enforce quarantine of individuals with covid-19. The Department of Health did not avail itself of that power; it tells KELO-TV that the “public health intervention order” it issued was sufficient to isolate the Oacoma man.

    Good reporting, Cory. I have a few questions about the Governor’s authority to order a level of closure and state of emergency like Montana Governor Bullock did over a month ago. Did the Legislature specifically deny her that authority on veto day? Or was it just gun shops and casinos could not be closed? Can that be fixed if the uber-majority Republicans were to call a special session? What about Governor Noem?Any reason that’s not happening?

    Relatedly, perhaps, what’s going on with the investigation/clusterfight about the Senate Republican leadership alcohol indulgence on veto-day? Is the Executive Board meeting about this? I don’t see anything lately. I’m sure they are all busy self-isolating. And washing their hands.

    What a mess. You would think there might be more partisan unity and coordinated action in the midst of the biggest public threat to ever face the people, families and businesses in South Dakota. It seems they are all trusting and praying for President Trump to be the singular genius he claims to be. I wonder what real leadership would look like?

She made the same mistake the Chinese initially made, and Trump also, in downplaying the severity of the disease, and now it’s set up a line of fire that has caught Noem completely flat footed. You would think she was General Westmorland for all of her ineptitude and false hope about the outcome. You think those drivers hauling hogs to Smithfield didn’t interact with some of the workers there, and then transport the virus back to the rural areas? Better think again.

    I think Jane Murphy was asking serious questions, and wondering about why there isn’t more seriousness coming out of the SD political establishment. I think I know why. There isn’t much seriousness in the Republican Party. They prefer to organize 4th of July fireworks shows, rather than do the real work of government.

    Since Across the Aisle mentioned out-of-state folks, let me just say it’s not much different in SD than in the Republican-controlled Wisconsin Legislature, which brought us a shameful COVID-19 primary that is bound to bring an uptick in COVID cases in a couple weeks. It’s as if the deer-in-the-headlights gaze, the lies, the downplaying and desperate flailing is about all we can expect from Republicans in these sorts of situations. That was certainly true in the first few days after 9-11 and during Katrina. Contrast that with the Ebola outbreak, and Democratic response: trust expert advise, use the best of science and technology, organize an all-of-government response, develop a global response and meet the disease head on, all while Rush and Trump were whimpering, cowering and spinning false narratives.

    Sweden isn’t instituting any type of shutdown, just asking people to follow suggestions. Not working so well. Their medical people are asking the government to take action with teeth!

His father told me that his government did a horrible job with prevention. He said he is doing better and will be alright.     You know that since Smithfield is owned by the Chinese perhaps the best action would be to shut it down till the owners stepped up to do something about it.     We are a day away from Easter, the day that Trump was insisting two weeks ago would be time to have all the social distancing end. I’m sure the fool would have done it, too, without the sane people in government being able to sedate him with, you know, some rather stark facts. But such sedation wears off, and he is regularly provided hallucinogenic advise by Rudy, Sean, Laura and the entire Fox crew of COVID Marys out there. Their advise is more along the lines of that dippy teen girl who was encouraging her suicidal friend to kill himself.

    I don’t know what sad suicidal soul is going to be the first to go to work on Trump’s or Noem’s advise, but I’d hope he or she has written out a good will first. I know I listen to Trump and believe the opposite of whatever mush or lie he spews. If the Trump Cult goes to work or Easter services maybe half of them die, and we rid our country of some morons.

    I admit to being pretty dense but for the life of me I can’t see how the nationality of the owners of Smithfield or any other American business is relevant to a discussion about the virus. I suppose my best guess is that it is a symptom of the IRA pro-Trump tactic of using xenophobia as a weapon to alienate and divide Americans. Otherwise reference to nationality in this context simply seems to be entirely irrelevant and thus makes no rational sense.     A few years ago as Artist in Residence at the Game Lodge in Custer State Park a tourist remarked, “I finally made it to South Dakota, it is the last state on my bucket list.” I replied, “That’s okay, we’re used to being last.” Kristi gets that…she seems proud to be last. Problem is that I am 72 years old, lived every one of them in South Dakota (except the first 11 months as I was born in Nebraska and moved to the state just two weeks before the Blizzard of ’49) and ever since high school in the 60’s I have known that South Dakota was about 20 years behind the rest of the country but, now in 2020, just when the state SHOULD be entering into the 21st Century we are headed back to the 19th Century.
