House Democrats yesterday delayed the vote on Speaker Kevin McCarthy’s surprise shutdown-averting stopgap spending bill to read it and make sure the Speaker hadn’t snuck any MAGA monkey business into the text. They appear to have found H.R. 5860 sufficiently innefarious to vote en masse minus one for it.
But Section 125 makes an interesting change that appears unrelated to the immediate business of funding the United States Federal Government for another 48 days:
Sec. 125. During the period covered by this Act, section 714(b)(2)(B) of title 10, United States Code, shall be applied by substituting “four years” for “two years” [H.R. 5860, enacted 2023.09.30].
Four years instead of two… for what?
United States Code Title 10 Section 714 deals with providing physical protection and personal security to leaders of the Defense Department. Section (b)(2)(B) allows the Secretary of Defense to authorize such protection, provided by “qualified members of the armed forces and qualified civilian employees of the Department of Defense”, to “A former or retired official who faces serious and credible threats arising from duties performed while employed by the Department for a period of up to two years beginning on the date on which the official separates from the Department.” HR 5860 Section 125 doubles the period during which former top brass may receive DOD bodyguards.
Joint Chiefs of Staff Chairman General Mark Milley retired this week. A week ago, Donald Trump said General Milley deserved to be killed. General Milley said he will take “appropriate measures to ensure my safety and the safety of my family” from followers of the man he not-so-sidelongly deemed a “wannabe dictator“.
Speaker McCarthy found appropriate measures to protect Ukraine too thorny for the stopgap spending bill, but he appears to have slid into the bill a two-year extension of appropriate measures to protect General Milley from Trumpists.

Vox reports: “Some $24 billion worth of child care funding — one of the last remaining Covid-19 emergency relief programs still in effect — is set to expire Saturday. Issued as part of the $1.9 trillion American Rescue Plan, the program marked the largest investment in child care in US history and allowed fragile businesses to cover rent and maintenance and raise wages for their notoriously underpaid staff. The Biden administration has reported that the grants helped 80 percent of US licensed child care centers stay afloat.”
I don’t believe renewing this is part of the budget agreement, just like the child tax credit or the national funding of free school lunches. The Trump tax cuts remain in place, however. The nation continues to push children into poverty and hunger to ensure billionaires amass obscene, dynastic fortunes.
How often have to good minds (and grudznick) acknowledged that access to child care is a workforce issue?
Assuming that all Trump supporters are mentally ill is a fool’s errand.

It takes some sort of illness to support a candidate who says the chairman of the Joint Chiefs of Staff should be executed. Unfortunately, we may be too late in the fight to protect democracy. Many of those in leadership are no longer speaking out against Trump and his minions because they concerned about the welfare of their families (I understand) . Trump is using a loudspeaker (his social media) encouraging people to harm others (Paul Pelosi). It is only a matter of time. There have been only minimal repercussions to his rantings thus far.
What baffles media is that the media is not doing its job alerting the public to the menace we are facing. There is a a striking example of this (pre WWII). Hitler, Mussolini and others had the the public and media cowed into
