South Dakota’s tax revenues may be lagging, but, on the good side, so is state spending:
As of the end of February, 66.67% of the way through the fiscal year, state government had spent only 63.52% of what we budgeted for the year. In the last two years, our end-of-February spending averaged 65.21% of the budget.
