Speaking of initiatives, the cannabis advocates hoping to put two marijuana initiatives on the 2016 ballot should look up Governor Peter Norbeck. First South Dakota governor born in Dakota Territory, Republican icon Norbeck made this pitch for hemp in his inaugural speech in 1917:

Forget the recreational-use initiative; go industrial! Grab the Norbeck economic development vote!
