Commenters responding to Democratic gubernatorial candidate Billie Sutton’s boffo campaign ad showing his chops against corruption naturally make comparisons to Republican opponent Kristi Noem’s attempt to paint Sutton as a Clinton Democrat. Let’s watch Kristi’s slime shot and compare it with Sutton’s new video:
First, notice the visual choices. Noem’s ad people don’t once show Sutton’s two most iconic accessories: his cowboy hat and his wheelchair. They know both items carry positive connotations.
Next, notice the audio choices on top of the video. Sutton speaks for himself, straight to the camera, in his typical confident but relatively soft-spoken tone (a tone I find myself gravitating toward in my own public speeches). In typical negative ad fashion, Noem is afraid to offer her critique of her opponent in her own voice and thus employs some typical TV voice to over-enunciate her Limbaughesque lambastings. (In particular, catch the childish reference to the “Democrat Party,” even though the ad’s own captions use the proper “Democratic Party” label. Come now: should we start calling Kristi’s party the Republic Party?)
Now dig into the thesis, that Sutton is not “independent.”
Noem’s video starts its argument by saying Sutton “proposed a $128 million increase in sales tax.” The statement is 100% true: in 2016, Senator Sutton proposed a superior plan to raise teacher pay that would have spared the poorest South Dakotans a significant chunk of the cost of that year’s tax hike by exempting food from sales tax. Noem’s Republican Party rejected that plan, raised sales tax $100 million, and gave businesses a property tax break. We can debate the merits of those plans, but I would suggest that neither plan in itself illustrates whether a candidate is “independent” or not… and Noem’s ad offers no analysis to back their blip.
On Noem rushes to the predictable charge that Sutton’s Democratic Party supports a state income tax. Note that the ad does not tie Sutton to this proposal. The ad cannot: Sutton has maintained throughout this campaign that he opposes any new tax. He has explicitly rejected a state income tax. In that regard, talking about income tax only shows Sutton is more independent from my side of the Democratic Party (and even from some independent observers) who recognizes that income tax is a more progressive and sustainable way to raise revenue for state functions.
And because it’s still 2016 in Trumpistan, Noem then trots out the pix of Hillary Clinton. Yes, Sutton endorsed Hillary Clinton, as did every other Democrat in the 2016 Legislature. But Kristi Noem endorsed Donald Trump. A variety of independent voters endorsed one or the other of those candidates. The fact that Sutton and Noem each endorsed their party’s Presidential candidate in 2016, especially when there was no independent alternative on the South Dakota ballot, says nothing unique or substantive about the relative “independence” of either candidate.
Noem then turns to the one blatant lie of the ad: “Sutton wants to expand Obamacare in South Dakota, increasing costs for South Dakota taxpayers.” Yes, Senator Sutton has consistently supported expanding Medicaid under the Affordable Care Act. However, that expansion, as proposed by Republican Governor Dennis Daugaard himself in his brilliant Medicaid/IHS swap, would not increase costs for South Dakota taxpayers. Elect Sutton Governor, supply him with enough Democrats to give him leverage, and you’ll get a Medicaid expansion that won’t cost you a penny. The experience of other states that have expanded Medicaid show South Dakota taxpayers will either break even or make money on Medicaid expansion (and don’t get me started on the health benefits, which would be worth paying for if we had to).
Even that ACA lie can’t help Noem’s anti-Sutton video make its point. It’s no wonder Noem wouldn’t put bad words about Sutton in her mouth. It’s like a stale, poorly baked bagel: a big hole in the middle with a schmear of fake cheese.
Career politicans like Kristi Noem sure know how to spread lies. Expanding Medicaid so more working poor people can be eligible for it is a good thing. Don’t we all want people to be able to afford healthcare? (apparently not in republican SD)
Not wanting anymore taxes to go towards food purchases is a good thing also, since it just hurts the poor, who already struggle enough as it is with buying groceries.
Candidate Billie Sutton genuinely cares more about the poor. Kristi is just your typical career pull yourself up by the bootstraps politician. It sucks to be poor in SD I would think.
Noem lacks character. Always has. Folks from Hamlin County know her and have no respect for Kristi. Most common response is she’s got her nose stuck up in the air.
In Pierre, she developed a reputation for dirtball politics and depending on her looks to slide into leadership positions in the House. Just look at how she slopped her way through this year’s primary against Marty Jackley and resorted to a viciously negative ad to ice Marty in the last 10 days. It beats having to work for it, I guess.
In this ad, the Queen of Dirtballs didn’t have any credible dirt on Billie. Predictably, she resorted to making up stuff to smear an honest, decent man. This is how Kristi Noem has always campaigned. As governor, she will redefine sleaze. They will need to fumigate the Governor’s Mansion when she finally leaves.

To show any increase affecting South Dakota taxpayers, you have to show that we would pay more in federal income tax than the other richer, bluer states that generally subsidize our higher federal in-flows, and you’d have to show that any higher federal taxes would outweigh the savings we’d get in lower insurance premiums and health care costs thanks to the decrease in uncompensated care costs passed on by hospitals.
The Medicaid expansion bill Governor Sutton would sign would not raise costs for South Dakota taxpayers by one penny. Noem’s ad claim is false.

The Burke community has much to thank the Sutton family for including their support and dedication for the Burke Stamped Rodeo and the Burke Community Hospital. If you want to see what that small hospital has become, they are having an open house for the newly remodeled hospital this weekend. Yes, I am a registered Republican, but I support Billie 100%. I do not trust NOem to do what is right for South Dakota.

Conclusion
Drawing from all of the above, claims are not well founded that Medicaid expansion will cost states considerably more than what objective analysts project. Instead, those claims are based on sources that are either incomplete, inaccurate, misleading, or out of date in various ways. Although it is unlikely that Medicaid expansion will turn out to be entirely free to states, based on the considerable experience to date, the probable costs appear to be quite low in comparison with the economic and public health benefits of expansion.
And Jason, had the states immediately jumped on board, the fed was willing to pay 100% of the costs for the first three years and 90% for the following years.
But Noemj and other wingnuts would not have it saying the states couldn’t trust the fed and with good reason. Noem and friends went out of their way to make ACA and Medicaid expansion fail.

Jason – Every state’s costs are different. You can’t divide the total Medicaid Expansion State spending by the number of states that have expanded and get the spending of each state. Every state’s spending is different.
-Here are states that have expanded Medicaid and have realized -0- spending. (Alaska, Arkansas, California, Colorado, Kentucky, Nevada, New Jersey, New Mexico, Rhode Island and West Virginia)
-Also, you’re only examining half the balance sheet. There are savings to many state expenses realized through Medicaid Expansion that must be subtracted from the state spending total to get the correct cost/savings per state.
-In general, all states are finding savings from Medicaid expansion but predicting what South Dakota’s savings will be is just educated speculation.

A benefit of Medicaid expansion is na narcotic abuse. NH’s opioid crisis really took off when they expanded Medicaid. People could go to multiple doctors for multiple prescriptions, at no cost to themselves. Anything they didn’t take themselves they can sell to others.
Another beneft is that it clogs up hospital emergency departments as, according to CMS, Medicaid patients use hospital ED’s at 2-3X the rate of the uninsured and the privately insured. Why wait for a appointment at a clinic when you can go to the ER, and it doesn’t cost you anything?
A third benefit is that the reimbursement rates don’t cover the costs of the patients’ medical care, so the providers have to shift those costs to their other patients. So the taxpayers get to pay for Medicaid twice, first in their taxes, and again in their personal medical bills.
And then, perhaps the best benefit of all: the clawback, otherwise known as the estate recovery program. It’s a dandy! The taxpayers who have been paying twice for your medical do get their money back. They might even get way more than you cost them.

I did note in your link, that Alabama, who did not do the Medicaid Expansion, had to “borrow” from a rainy day fund, $50 million to cover Medicaid expenses. So not only did Alabama taxpayers pony up Medicaid expenses, they also had to borrow another $50 million to get the job done.

State Government in Pierre for longer than I wanted to. Whoever is running the vote NO ads on IM 25 is absolutely correct…not one penny will reach tech schools….so this is a tax increase on a small group of tax payers with the proceeds going into the General Fund. Why not prohibit the sales of tobacco products to achieve their goals? Step up and state your goals and man up…and make changes to get it done up front instead of taxing tobacco addiction? Do we do this for alcohol?…vaping products?…chocolate?…soda with sugar? etc. What a joke…
Pierre has it’s own swamp that needs to be drained. It has been over 40 years since there has been a reasonable discussion and exchange between parties, left and right. It is time to change that to level the playing field. Billie Sutton is a reasonable choice/start to do this. OK I’ll step up here. It’s rather peculiar to blame the opioid crisis on Medicaid doctors. Are Medicaid doctors benefiting from supplying pain killers. You need to site where you found valid proof of that, Anne.
Do some Medicaid recipients abuse the ER. Some do probably if it is not going to cost them anything or cost them very little. Sucks, but with everything, people will take advantage of a good thing. Does that mean Medicaid is a bad thing? Of course not.
As for states paying more for medicaid that have expanded it. Yes, probably true. With people living longer and with chronic diseases to treat, the Cost of healthcare will continue to be a problem.

Farmers lose 30 percent of their income from the tariffs. Jason, You are leaving out a huge piece of puzzle, UNCOMPENSATED CARE! You like to talk about how much expansion will cost the SD Taxpayer but who do you think covers the 10’s of millions in uncompensated care that is provided to uninsured citizens? Wait for it…..THE SD TAXPAYER! Expansion will cover many of those individuals who do not qualify for the exchange or do not have employer covered healthcare. If we expand the amount of uncompensated care numbers go down, which then means hospitals are being paid for services, which then means overall healthcare costs go down, which then means costs for employers and the insured go down. You see, the knee bone is connected to the thigh bone, the thigh bone is connected to the hip bone, etc.. Medicaid expansion isn’t a Republican thing or a Democratic thing its the RIGHT thing to do! Cory’s title for this post is true. The video does nothing to impugn Sutton’s independence. It says that the Democratic Party wants to do some things and presents zero proof that Sutton does too. In the instance of income tax, Noem’s ad is a bald lie because Sutton has said he opposes an income tax.
Mostly the ad tries hard to tie him to Secretary Clinton. I can think of few Democrats less similar to HRC, but that’s irrelevant to lying Pootiepublican ad makers.

While it may or may not sway the election, challenging deceptive public statements of a local politician seems a morally correct position and models the value we hold for truth to those who peruse this blog. While many Noem supporters might value power over truth and are willing to accept deception to gain power and whatever material rewards such power might bring them, others in our great State might well value truthfulness as being more important than temporary power and blind greed in the long run.

If you have not seen the 2018 Conservative Scorecard and Voter Guide compiled by The SD Citizens for Liberty, I suggest you go to their website and take a long, hard look at it. SDCitizensForLiberty.org It is apparent that Billie votes conservative more than many of the Republicans, or at least the ones who ran as Republicans, knowing they would probably not win as Democrats. Billie is ranked as #13. That means 17 of our Senators who were elected as Republicans are less conservative than Billie. It also shows the ones who changed party affiliation. Yes, it is eyeopening, to say the least. I would love to see a National Scorecard and Voting Record like this one.
I believe Billie will continue to “cross the aisle” and work with all people in the legislature for the good of South Dakota.

I truly hope this election can come to focus on leadership. Both candidates have voting records, but the real revelation will be on what issues they chose to LEAD – not just follow. As a governor, I want to know the direction the candidate plans for SD. Who the candidate has supported seems far less important than who has supported the candidate. If this devolves into “He’s a Clinton-man and I am a Trump-woman – so let’s get out there and vote party lines. . . ” I think the state will have missed the more important point.

State Legislators need to do due diligent research with Federal funding availability based on a current economic forecast from an actual economics policy expert today- Not two years ago when policy was stable. Currently there are 2 or 3 moves for the S.C. to rule the Federal funding illegal- I wouldn’t put it past the court to do so considering the last 8 months.
You also have to be able to guarantee that the Feds would not be able to back out for “Austerity” reasons———hundreds of millions of medicaid funds have been removed from the budget already, and then Yesterday HHS redirected (robbed) 10 million immediately from Medicaid without consulting Congress until after the fact.
A state Legislator should not be gallantly offering to put taxpayers up as guarantors unless he can guarantee the funds will be there down the road.
Robin, it looks to me like the current County Poor Relief program already makes SD taxpayers guarantors for the cost of treating the medically indigent who are not currently eligible for Medicaid.
