Noem’s Attack Video Fails to Show Sutton Not “Independent,” Lies About Benefits of Medicaid Expansion

Commenters responding to Democratic gubernatorial candidate Billie Sutton’s boffo campaign ad showing his chops against corruption naturally make comparisons to Republican opponent Kristi Noem’s attempt to paint Sutton as a Clinton Democrat. Let’s watch Kristi’s slime shot and compare it with Sutton’s new video:

First, notice the visual choices. Noem’s ad people don’t once show Sutton’s two most iconic accessories: his cowboy hat and his wheelchair. They know both items carry positive connotations.

Next, notice the audio choices on top of the video. Sutton speaks for himself, straight to the camera, in his typical confident but relatively soft-spoken tone (a tone I find myself gravitating toward in my own public speeches). In typical negative ad fashion, Noem is afraid to offer her critique of her opponent in her own voice and thus employs some typical TV voice to over-enunciate her Limbaughesque lambastings. (In particular, catch the childish reference to the “Democrat Party,” even though the ad’s own captions use the proper “Democratic Party” label. Come now: should we start calling Kristi’s party the Republic Party?)

Now dig into the thesis, that Sutton is not “independent.”

Noem’s video starts its argument by saying Sutton “proposed a $128 million increase in sales tax.” The statement is 100% true: in 2016, Senator Sutton proposed a superior plan to raise teacher pay that would have spared the poorest South Dakotans a significant chunk of the cost of that year’s tax hike by exempting food from sales tax. Noem’s Republican Party rejected that plan, raised sales tax $100 million, and gave businesses a property tax break. We can debate the merits of those plans, but I would suggest that neither plan in itself illustrates whether a candidate is “independent” or not… and Noem’s ad offers no analysis to back their blip.

On Noem rushes to the predictable charge that Sutton’s Democratic Party supports a state income tax. Note that the ad does not tie Sutton to this proposal. The ad cannot: Sutton has maintained throughout this campaign that he opposes any new tax. He has explicitly rejected a state income tax. In that regard, talking about income tax only shows Sutton is more independent from my side of the Democratic Party (and even from some independent observers) who recognizes that income tax is a more progressive and sustainable way to raise revenue for state functions.

Kristi Noem: not independent at all. Photo from Bulgarian News Agency, 2018.09.07, Sioux Falls, South Dakota.
Kristi Noem: not independent at all. Photo from Bulgarian News Agency, 2018.09.07, Sioux Falls, South Dakota.

And because it’s still 2016 in Trumpistan, Noem then trots out the pix of Hillary Clinton. Yes, Sutton endorsed Hillary Clinton, as did every other Democrat in the 2016 Legislature. But Kristi Noem endorsed Donald Trump. A variety of independent voters endorsed one or the other of those candidates. The fact that Sutton and Noem each endorsed their party’s Presidential candidate in 2016, especially when there was no independent alternative on the South Dakota ballot, says nothing unique or substantive about the relative “independence” of either candidate.

Noem then turns to the one blatant lie of the ad: “Sutton wants to expand Obamacare in South Dakota, increasing costs for South Dakota taxpayers.” Yes, Senator Sutton has consistently supported expanding Medicaid under the Affordable Care Act. However, that expansion, as proposed by Republican Governor Dennis Daugaard himself in his brilliant Medicaid/IHS swap, would not increase costs for South Dakota taxpayers. Elect Sutton Governor, supply him with enough Democrats to give him leverage, and you’ll get a Medicaid expansion that won’t cost you a penny. The experience of other states that have expanded Medicaid show South Dakota taxpayers will either break even or make money on Medicaid expansion (and don’t get me started on the health benefits, which would be worth paying for if we had to).

Even that ACA lie can’t help Noem’s anti-Sutton video make its point. It’s no wonder Noem wouldn’t put bad words about Sutton in her mouth. It’s like a stale, poorly baked bagel: a big hole in the middle with a schmear of fake cheese.

Career politicans like Kristi Noem sure know how to spread lies. Expanding Medicaid so more working poor people can be eligible for it is a good thing. Don’t we all want people to be able to afford healthcare? (apparently not in republican SD)
Not wanting anymore taxes to go towards food purchases is a good thing also, since it just hurts the poor, who already struggle enough as it is with buying groceries.

Candidate Billie Sutton genuinely cares more about the poor. Kristi is just your typical career pull yourself up by the bootstraps politician. It sucks to be poor in SD I would think.

  2. 96Tears 2018-09-19 11:00

Noem lacks character. Always has. Folks from Hamlin County know her and have no respect for Kristi. Most common response is she’s got her nose stuck up in the air.

In Pierre, she developed a reputation for dirtball politics and depending on her looks to slide into leadership positions in the House. Just look at how she slopped her way through this year’s primary against Marty Jackley and resorted to a viciously negative ad to ice Marty in the last 10 days. It beats having to work for it, I guess.

In this ad, the Queen of Dirtballs didn’t have any credible dirt on Billie. Predictably, she resorted to making up stuff to smear an honest, decent man. This is how Kristi Noem has always campaigned. As governor, she will redefine sleaze. They will need to fumigate the Governor’s Mansion when she finally leaves.

  3. mike from iowa 2018-09-19 11:44

Since Noem’s ad leaves out important context, maybe the 2 latent trolls @ DFP wrote the ad for her.

    Cory wrote:

Lies About Benefits of Medicaid Expansion

    She’s not lying.

Somebody would be paying more to fund it and that would be taxpayers at the Federal and State level.

Cory expects the Federal Government to pay for it all and that’s not going to happen.

  5. 96Tears 2018-09-19 12:55

So when Dirtball Kristi Noem’s wealthy family farm (we live in the Trumpian age, so let we know the Republicans love being called names) accepts hundreds of thousands in federal money, that’s okay? If a family needs help paying for doctor bills, that’s a bad thing?

Dirtball Kristi is not only lying in the ad with the absence of context in her mud-flinging, she’s a pathetic hypocrite for padding her pockets with federal aid. Or am I not getting it, Jason?

  6. Jason 2018-09-19 13:01

    96 Tears.

What is the Sutton family farm worth?

Should the Sutton’s pay back the farm subsidies they get?

Are you saying Sutton wants the Federal Government to end farm subsidies?

Is that the Democrat platform in SD?

  7. The King 2018-09-19 13:44

Billie, Kristi, Marty. Sounds like a nice bunch of schoolyard kids playing tag.

Billie can continue to play nice, one thing is for sure Noem won’t. Billie needs to put on his big boy pants and tell the complete ugly truth about Noem, and hold back no punches. Maybe he should go by his given name to show the transition? Given what happened to him in the last 10 days of the campaign Martin probably wishes he had not held back on Noem.

  8. Porter Lansing 2018-09-19 14:10

High Value Voters! The definition is voters who haven’t made up their mind, yet. Their potential vote is worth spending advertising money on. Few high value voters remain at 45 days out. Going ugly to please voters who’ve already made up their mind is a waste. Going ugly to please undecided voters usually turns off the desire to “vote for the ugly” and turns on the desire to “vote for the victim”. Noem went ugly against Jackley because only solid party Republicans were voting. They like ugly but they aren’t voting for Billie no matter how much money is spent on ugly, attack ads. Hope Noem goes ugly because the high value voters will go for Billie big time.

  9. Cory Allen Heidelberger Post author | 2018-09-19 14:11

Wrong, Jason: She said “South Dakota taxpayers.” South Dakota taxpayers end up paying less. To show any increase affecting South Dakota taxpayers, you have to show that we would pay more in federal income tax than the other richer, bluer states that generally subsidize our higher federal in-flows, and you’d have to show that any higher federal taxes would outweigh the savings we’d get in lower insurance premiums and health care costs thanks to the decrease in uncompensated care costs passed on by hospitals.

The Medicaid expansion bill Governor Sutton would sign would not raise costs for South Dakota taxpayers by one penny. Noem’s ad claim is false.

  10. Cory Allen Heidelberger Post author | 2018-09-19 14:14

King, tell me if Sutton can safely and winningly follow this strategy: let Noem continue to launch these negative ads, make it clear to the voters that she swung first and repeatedly, then come October 15, punch back with the estate tax ad, the House Ag abandonment ad, the fake farmer/crop subsidy ad, the small-business failure ad, and knock her off her horse once and for all?

  11. Lorraine Besmer 2018-09-19 15:28

The King: Billie goes by his given birth name, Billie Harmon Sutton was named after his grandfather with the same name of Billie Harmon Sutton. When I worked for the USDA, I do not remember the Sutton ranch receiving any subsidies. I was compliance clerk at that time. That was before Billie was born when the ranch was owned by his Grandfather Billie Sutton and his wife, Ruth. His family has been respected and known as hard working Christians. The Burke community has much to thank the Sutton family for including their support and dedication for the Burke Stamped Rodeo and the Burke Community Hospital. His mother not only served as pharmacist but also as the hospital administrator who helped bring the hospital out of debt and into a great local hospital. If you want to see what that small hospital has become, they are having an open house for the newly remodeled hospital this weekend. Yes, I am a registered Republican, but I support Billie 100%. I do not trust NOem to do what is right for South Dakota.

  12. 96Tears 2018-09-19 15:40

Jason, you are working too hard at pretending you don’t get the point.

I don’t give a whit how much money someone makes who is running for office. I never said that nor implied that.

Dirtball Kristi Noem is a hypocrite if, as was your point, making federal taxpayers pay for programs that benefit South Dakota is wrong. Farm program allocations are needed as are Medicaid allocations to help families pay for doctor bills. But let’s look at who needs that money to survive, which makes Medicaid cuts disgraceful.

Dirtball Krisit Noem is also a liar. A very lazy liar whose political career has depended on slinging mud. In the case of slinging mud at Billie Sutton, she didn’t have anything credible to throw at him, so she went to the old, tired GOP playbook and went dirty with a pack of lies. She even went kookoo with that old saw on a state personal income tax.

I’m disappointed that you are wasting any time to defend a lazy mudslinger like Dirtball Kristi Noem.

  13. Jeff Barth 2018-09-19 17:18

Medicaid expansion would save counties like Minnehaha millions. Those costs are made up by county property taxpayers and higher hospital charges.
Meanwhile Noem’s trillion dollar borrowing binge goes to oil companies, corporate giants and her donors.

    https://www.brookings.edu/blog/usc-brookings-schaeffer-on-health-policy/2018/03/26/do-states-regret-expanding-medicaid/

    Conclusion

Drawing from all of the above, claims are not well founded that Medicaid expansion will cost states considerably more than what objective analysts project. Instead, those claims are based on sources that are either incomplete, inaccurate, misleading, or out of date in various ways. Although it is unlikely that Medicaid expansion will turn out to be entirely free to states, based on the considerable experience to date, the probable costs appear to be quite low in comparison with the economic and public health benefits of expansion.

  15. mike from iowa 2018-09-19 18:43

And Jason, had the states immediately jumped on board, the fed was willing to pay 100% of the costs for the first three years and 90% for the following years.

But Noemj and other wingnuts would not have it saying the states couldn’t trust the fed and with good reason. Noem and friends went out of their way to make ACA and Medicaid expansion fail.

  16. Jason 2018-09-19 18:52

    Mike,

I linked to actual real data that proves your hypothesis wrong.

  17. Porter Lansing 2018-09-19 19:08

NO, you didn’t Jason. [Do better research and perhaps take some night school courses in accounting and you’ll do better on these types of analysis.]
Jason – Every state’s costs are different. You can’t divide the total Medicaid Expansion State spending by the number of states that have expanded and get the spending of each state. Every state’s spending is different.
-Here are states that have expanded Medicaid and have realized -0- spending. (Alaska, Arkansas, California, Colorado, Kentucky, Nevada, New Jersey, New Mexico, Rhode Island and West Virginia)
-Also, you’re only examining half the balance sheet. There are savings to many state expenses realized through Medicaid Expansion that must be subtracted from the state spending total to get the correct cost/savings per state.
-In general, all states are finding savings from Medicaid expansion but predicting what South Dakota’s savings will be is just educated speculation.
*I did this same explanation for Troy Jones three years ago. He tried to divert to something else as I’m sure you will, also.

CH, yes that is the best strategy and the best chance since 1970 to bring new blood to SD.

  19. Jason 2018-09-19 19:21

Porter didn’t look at Table 35. Are you just lazy Porter or can you not read a table?

  20. Jason 2018-09-19 19:31

    Porter,

Prove the reduction in State expenses due to expanding Medicaid. Use real numbers, not some flawed study.

  21. Porter Lansing 2018-09-19 19:32

No thanks. I’m just lazy. Go about your business. Don’t mind me.

  22. Jason 2018-09-19 19:35

    I didn’t think you would.

    Maybe Cory will.

  23. Porter Lansing 2018-09-19 20:23

You’re not worth my time. You seem to need Cory’s attention a lot. How come?

  24. Anne Beal 2018-09-19 20:43

A benefit of Medicaid expansion is na narcotic abuse. NH’s opioid crisis really took off when they expanded Medicaid. People could go to multiple doctors for multiple prescriptions, at no cost to themselves. Anything they didn’t take themselves they can sell to others.

Another beneft is that it clogs up hospital emergency departments as, according to CMS, Medicaid patients use hospital ED’s at 2-3X the rate of the uninsured and the privately insured. Why wait for a appointment at a clinic when you can go to the ER, and it doesn’t cost you anything?

A third benefit is that the reimbursement rates don’t cover the costs of the patients’ medical care, so the providers have to shift those costs to their other patients. So the taxpayers get to pay for Medicaid twice, first in their taxes, and again in their personal medical bills.

And then, perhaps the best benefit of all: the clawback, otherwise known as the estate recovery program. It’s a dandy! The taxpayers who have been paying twice for your medical do get their money back. They might even get way more than you cost them.

  25. mike from iowa 2018-09-19 20:55

Well Jason, you done it again. There is no table 35 on page 74 and the only table 35 I found does not list South Dakota. R U on drugs? If not maybe you should be.

  26. mike from iowa 2018-09-19 21:14

Looks like Anne Beal took her talking points from WSJ blaming Medicaid expansion clear back to 2010, when the expansion occurred in 2014.

  27. Jason 2018-09-19 21:43

    Mike,

Read page 74. I didn’t say the table was on that page. The table is on a different page.

Table 35 lists the States that expanded medicaid. Of course you will not find SD on that table.

  28. Debbo 2018-09-19 22:07

There is nothing appealing or interesting about Noem’s ad, nothing that makes me feel interested in her or her campaign. It does not make me fearful either, because i know it’s not true. I know no states that have expanded Medicaid are getting any complaints from their citizens. SD, as a red welfare taker state, will be another one to reap the benefits of blue states’ progressive taxation gifts.

  29. jerry 2018-09-19 22:21

Great link Jason! Of course states that took the Medicaid Expansion are now paying in..at 5% share of the costs that was under the agreement they signed to save money. Let me see now, if I take 5% of a total and compare it to, say 100% of the total, then that makes the states save 95% of the total! Medicaid Expansion is a winner! That great link of your’s proves it without doubt. NOem should read it.

I did note in your link, that Alabama, who did not do the Medicaid Expansion, had to “borrow” from a rainy day fund, $50 million to cover Medicaid expenses. So not only did Alabama taxpayers pony up Medicaid expenses, they also had to borrow another $50 million to get the job done.

South Dakota will loose a big chunk of change with this tariff failure of NOem and trump, how much do you think Jason, the next governor will have to rob from the rainy day fund to pony up on Medicaid expenditures?

  30. Porter Lansing 2018-09-19 22:38

Remember when they didn’t want the expansion because it would raise the debt? Bwaaaaa Haaaaa Haaaaa

  31. jerry 2018-09-19 22:41

Shame on you Anne Beal. Why would you abuse cancer treatments for our Medicare recipients.

“An estimated 14.4 million Medicare recipients were prescribed some form of opioid treatment in 2016, paid for by their Medicare benefits. In an attempt to help curb the national opioid epidemic, officials from the Center for Medicare and Medicaid Services (CMS) announced that Medicare would no longer pay for long-term, high-dose prescription pain medication. Unsurprisingly, the plan received flak from patient and provider advocacy groups alike. Opponents to the CMS announcement decried the efforts, citing barriers to crucial medications needed for patients in chronic or severe pain—including those with cancer.”https://voice.ons.org/advocacy/medicare-cracks-down-on-opioid-prescriptions-abuse-health-care-tops-poll-of-american

Anne is always the shill for some kind of racket and in this case, the pharmaceutical outfits that are actual drug dealers.

“”Over the past decade, out-of-state drug companies shipped 20.8 million prescription painkillers to two pharmacies four blocks apart in a Southern West Virginia town with 2,900 people, according to a congressional committee investigating the opioid crisis.

The House Energy and Commerce Committee cited the massive shipments of hydrocodone and oxycodone — two powerful painkillers — to the town of Williamson, in Mingo County, amid the panel’s inquiry into the role of drug distributors in the opioid epidemic.

“These numbers are outrageous, and we will get to the bottom of how this destruction was able to be unleashed across West Virginia,” said committee Chairman Greg Walden, R-Ore., and ranking member Frank Pallone Jr., D-N.J., in a joint statement.

The panel recently sent letters to regional drug wholesalers Miami-Luken and H.D. Smith, asking why the companies increased painkiller shipments and didn’t flag suspicious drug orders from pharmacies while overdose deaths were surging across West Virginia.” https://www.wvgazettemail.com/news/health/drug-firms-shipped-m-pain-pills-to-wv-town-with/article_ef04190c-1763-5a0c-a77a-7da0ff06455b.html

This has nothing to do with Medicaid or Medicare, this is drug dealing on a mafia scale.
There are signs posted that claim that every purchase of SNAP is tracked and logged in to prevent fraud. Why can’t we do that with drugs from the pharmacy? We can track cows to prevent Mad Cow, why can’t we track drug trafficking in drug stores?

  32. Jason 2018-09-19 22:45

    Jerry,

Do you think the Federal Government has a money tree that produces free money?

  33. Jason 2018-09-19 22:47

So Alabama would be bankrupt if they had expanded Medicaid Jerry?

So people living out of State like Porter, Debbo, Mike, etc. want to bankrupt SD along with Cory.

    No thanks.

  35. BOHICA 2018-09-19 23:48

I am just jumping in here…not even sure if I am in the right blog topic. Regarding IM 25…I worked for
State Government in Pierre for longer than I wanted to. Whoever is running the vote NO ads on IM 25 is absolutely correct…not one penny will reach tech schools….so this is a tax increase on a small group of tax payers with the proceeds going into the General Fund. Why not prohibit the sales of tobacco products to achieve their goals? Step up and state your goals and man up…and make changes to get it done up front instead of taxing tobacco addiction? Do we do this for alcohol?…vaping products?…chocolate?…soda with sugar? etc. What a joke…

Pierre has it’s own swamp that needs to be drained. It has been over 40 years since there has been a reasonable discussion and exchange between parties, left and right. It is time to change that to level the playing field. Billie Sutton is a reasonable choice/start to do this. I am a conservative by nature, but he is a moderate that I can support to help drain our own swamp in Pierre and level our own playing field. If it doesn’t work..then fix it next go around. There has never been one person that has destroyed the country or a state in one term. If it doesn’t work…change it next election. But at least drain our own swamp first in November.

Dirtball Kristi Noem’s errand boy Jason failed. So sad. Jason, you are such a loser. So, I’m going to address you in a voice that you can understand and appreciate.

Do you like it when people sound like your hero Trump when they address you, Jason? Loser?

You and your loser pals gave our state the bloodshed of innocents and the stink from EB-5 and Gear Up. Dirtball Kristi was in the legislature in the leadership while this was going on in plain view. What did she do about it? I don’t remember hearing her say one word about it when the violent deaths occurred. I don’t remember hearing her say one word about the theft and racketeering which went on while she was Assistant House Leader in Pierre.

If an ad came out painting Dirtball Kristi Noem as too lazy to care about EB-5 and Gear Up, would you think that’s fair? Wouldn’t that be accurate, Jason? Show me the link where Kristi pretended she was concerned about EB-5 and Gear Up and the theft of millions?

So sad. No wonder Dirtball Kristi Noem is so desperate to pay for a ad so bad and so wrong.

  37. Jason 2018-09-20 00:04

    BOHICA,

How about we elect Noem to drain the swamp?

Remember when she was first elected to Congress and she was their star?

She didn’t tow the line so she was abandoned.

    She can drain the swamp.

  38. Jason 2018-09-20 00:06

So far no one has in this thread.

  39. BOHICA 2018-09-20 00:28

    Jason
I am under the impression that you need some one that isn’t part of the swamp to help pull the plug at the bottom of swamp for drainage. Kristi probably isn’t that person. Just my opinion I guess.

  40. Jenny 2018-09-20 02:01

OK I’ll step up here. It’s rather peculiar to blame the opioid crisis on Medicaid doctors. Are Medicaid doctors benefiting from supplying pain killers. You need to site where you found valid proof of that, Anne.
Do some Medicaid recipients abuse the ER. Some do probably if it is not going to cost them anything or cost them very little. Sucks, but with everything, people will take advantage of a good thing. Does that mean Medicaid is a bad thing? Of course not.
As for states paying more for medicaid that have expanded it. Yes, probably true. With people living longer and with chronic diseases to treat, the Cost of healthcare will continue to be a problem.

There are ways South Dakota could pay for Medicaid expansion if they really wanted to. How about legalize cannabis and tax it? There you go.

  41. jimmy james 2018-09-20 06:47

She is worried about his independence…. and her lead. Two good reasons to run an ad. She just failed to make it a good one.

  42. jimmy james 2018-09-20 07:00

Billie says he opposes an income tax. And any new taxes. So, in the ad, Kristi sets off to prove that he is NOT independent by demonstrating that many in his Party disagree with him??

    Whoa.

  43. mike from iowa 2018-09-20 08:01

So far no one has in this thread.

  44. Dicta 2018-09-20 08:10

    How was Noem “abandoned?”

  45. 96Tears 2018-09-20 09:48

Jason, when will lazy Dirtball Kristi Noem sprout a spine and tell Donald Trump he’s bleeding South Dakota’s farmers with his pinheaded tariffs? She’s got a job to do, and she’s too lazy to tell Trump he’s wrong.

Farmers lose 30 percent of their income from the tariffs. Taxpayers lose a big chunk of next year’s general fund revenues (remember, ag is still the largest generator in our state economy by a long shot). Trump is going to impoverish rural communities and create a tax crisis. If anybody’s going to force an income tax, it’s going to be Trump’s stupid tariffs and lazy Dirtball Kristi for doing nothing while she’s in Congress.

You got all the answers, Jason. Go tell Kristi to do her job now, or are you too lazy and chicken?

  46. mike from iowa 2018-09-20 10:42

How Kristi Noem was treated by wingnuts and abandoned-
In a room in a castle full of faceless lovers
I was cut and bleeding and the image in the mirror struck me down
I was chased and beaten by a well-drilled team
    Of little men breathing colors
And abandoned in a coffin in the ground
As a pale young virgin made a meal of a martyr
She was hailed as Holy by the only ones who stood
    And held their ground
When a bright Mona Lisa with the eyes of a tiger read
A new proclamation I was stricken from her list and never found

    Ouch! That hurt.

Thanks to the Guess Who for the lyrics (from Dreams, album Power in the Music)

  47. Jenny 2018-09-20 10:46

Don’t South Dakota farmers love Trump? I haven’t heard them complaining, except Nick Nemec.
South Dakotans are in love with their farm welfare queen and I don’t think she can do any wrong in their eyes.

  48. jerry 2018-09-20 10:51

Duh, Of course states pay into Medicaid. The troll is working for his paytroll from Putin. The troll thinks “joint” is something to smoke, but clearly it means together as shown below:

“Medicaid is a joint federal and state program that, together with the Children’s Health Insurance Program, provides health coverage to over 72.5 million Americans, including children, pregnant women, parents, seniors and individuals with disabilities. Medicaid is the single largest source of health coverage in the United States.

In order to participate in Medicaid, federal law requires states to cover certain groups of individuals. Low income families, qualified pregnant women and children, and individuals receiving Supplemental Security Income (SSI) are examples of mandatory eligibility groups (PDF 177.87 KB). States have additional options for coverage and may choose to cover other groups, such as individuals receiving home and community based services and children in foster care who are not otherwise eligible.” https://www.medicaid.gov/medicaid/eligibility/index.html

What I like about the troll is that he educates me in such things as seeing how thorough the Democratic Party was in putting together this healthcare plan for all… including the troll. Now troll, do as 96 Tears says and talk to the dirtbag NOem about doing her damn job.

  49. TH 2018-09-20 11:46

Jason, You are leaving out a huge piece of puzzle, UNCOMPENSATED CARE! You like to talk about how much expansion will cost the SD Taxpayer but who do you think covers the 10’s of millions in uncompensated care that is provided to uninsured citizens? Wait for it…..THE SD TAXPAYER! Expansion will cover many of those individuals who do not qualify for the exchange or do not have employer covered healthcare. If we expand the amount of uncompensated care numbers go down, which then means hospitals are being paid for services, which then means overall healthcare costs go down, which then means costs for employers and the insured go down. You see, the knee bone is connected to the thigh bone, the thigh bone is connected to the hip bone, etc.. Medicaid expansion isn’t a Republican thing or a Democratic thing its the RIGHT thing to do! Hopefully you never find yourself on that end of healthcare but if you should, you’d thank your lucky stars that Medicaid was there to possibly save your or a loved ones life!

  50. OldSarg 2018-09-20 13:54

Folks lets all get back on topic! How to help Sutton win this race for governor.

The important thing we all need to remember is that if Sutton is to even have a chance he needs to overcome a 30% lead of just that many more republicans in the state and those other voters that no longer will vote for a party that welcomes illegals to take our jobs, kills babies, weaponized the government against the people and denied God. So, get out there and talk to you neighbors like you treat those with opinions different than your own.

Other than that I think Sutton can take this race.

  51. Jenny 2018-09-20 14:04

Why are you anti-LGBT old Snap Dragon? Just admit it. Did you have a bad experience with one?

  52. Debbo 2018-09-20 14:19

Cory’s title for this post is true. The video does nothing to impugn Sutton’s independence. It says that the Democratic Party wants to do some things and presents zero proof that Sutton does too. In the instance of income tax, Noem’s ad is a bald lie because Sutton has said he opposes an income tax.

Mostly the ad tries hard to tie him to Secretary Clinton. I can think of few Democrats less similar to HRC, but that’s irrelevant to lying Pootiepublican ad makers.

That brings me to a very funny window decal I saw this morning. I’m sure the humor I saw was unintentional, but the sticker creator wasn’t very bright.

It was the image of the little boy with his back turned urinating on something. The boy’s face was replaced by Pootie’s Puppet and he was wearing a shirt with wide black and white horizontal stripes with his pants down around his ankles. Where the urine is landing is the word “Hillary.”

So we’ve got Pootie’s Puppet as a little boy in prison stripes. Perfect. Really couldn’t have been much better. 😄😄😄😄😄😄😄

  53. Jenny 2018-09-20 14:23

You are anti-LGBT if you can’t even answer yes to the question, OS. You and Jason are both anti-LGBT, just admit it. you choose not to put that the Dems are LGBT supporters up there with killing babies b/c you are ashamed to admit it that you can’t stand gay people.

  54. Jenny 2018-09-20 14:33

And my fellow dems don’t listen to Old Snap Dragon and his Dems support killing babies stupid old tired bellowing. When I worked in the healthcare field there were several pub women that had abortion histories. So it just goes to show that women are going to do what is in their best interests for them (and don’t get mad at me if the wife didn’t tell you, OS).

    SD Republican women have abortions!

  55. Debbo 2018-09-20 14:34

    Excellent Jenny. And funny. 😁

  56. Jenny 2018-09-20 14:41

    Thanks Debbo…..:)

  57. bearcreekbat 2018-09-20 14:41

Some folks just can’t help themselves from straying off topic, despite claiming to be on topic, by using name calling and false statements designed to insult others while drawing attention to themselves. The topic here is whether Noem’s ad is effective or dishonest in its claims about Sutton. The referenced off topic comments offer no argument or factual information to add to the discussion of Noem’s ad, hence the feeble (and frequently repeated) attempt at inflammatory statements should simply be ignored in this thread. Cory’s analysis stands unrefuted.

  58. mike from iowa 2018-09-20 16:10

    bearcreekbat for SCOTUS.

  59. Steve Pearson 2018-09-20 16:28

To 96 tears and the others. You know what’s great? All your posting will do NADA. Kristi will be governor and I will enjoy imagining your face on election night.

  60. Jenny 2018-09-20 17:05

Oh Trust us Steve we know that, But you got to give us credit for trying Huh! There’s always that slim chance of the Vikings ever winning a Super Bowl also!
But just like the Vikings being beaten decade after decade, we know we got to be tough. We won’tstop fighting.
Because of people like Cory fighting the good fight, the SDDP is still alive, just barely but still alive and that’s what counts.
So I give a round of applause to Cory Heidelberger! Thank you Cory

  61. bearcreekbat 2018-09-20 17:29

Steve, in addition to Jenny’s comments, I might add that pointing out false and misleading statements by Noem helps avoid such deception from becoming accepted or ignored. While it may or may not sway the election, challenging deceptive public statements of a local politician seems a morally correct position and models the value we hold for truth to those who peruse this blog. While many Noem supporters might value power over truth and are willing to accept deception to gain power and whatever material rewards such power might bring them, others in our great State might well value truthfulness as being more important than temporary power and blind greed in the long run.

  62. mike from iowa 2018-09-20 17:37

Congratulations Corrupt Steve. Congrats Crony Steve. Congratulations on being a Conspirator to Corruption and Cronyism. Aiding and abetting, too. Guilty by association. Walk prowd, fella.

  63. OldSarg 2018-09-20 17:54

Guys, guys, guys! Get back on topic! We need to see what we can do to swing this election around so Sutton has a prayer! I just watched another of his commercials and I just feel so bad for him blowing all that money on ads for nothing. What can we possibly do to help overcome 30% more votes for the republicans and the 30% of dems that can’t stand all the hate you guys are spewing at everyone else in the world? Help us out here. Yo guys all need to get on those phones and knock some neighbors homes letting them know you suspect they are all white privileged, racist nazis.

  64. Nick Nemec 2018-09-20 18:22

It has been mentioned but needs to be repeated. Kristi Noem doesn’t have a strong enough backbone to tell Donald Trump that his tariffs are bad for South Dakota. Soybean harvest has started and prices are flirting with a 30% drop in 3 months. Kristi doesn’t care. She prefers to make stuff up about Billie Sutton.

  65. OldSarg 2018-09-20 18:28

Nick, it just doesn’t matter. There are just not enough democrats in the state to allow Sutton to win. As much as you may dislike Noem all she has to do is ride the calendar to the election date. Neither Trump nor Noem control the bean price. It’s the market. Most countries that want fair trade with the USA will more than make up the lost contracts with China besides, the whole China fighting us in trade is about over. Stop whining and pointing fingers.

  66. jerry 2018-09-20 18:50

China is getting another carrier ready for sea trials and has at least one more in the hopper.

  67. Jenny 2018-09-20 18:52

You are such a BSer, OS. That’s always the answer with Republicans when they don’t have anything else- “Oh the market will take care of it”
Do you laugh at your comments, Sargie?

  68. jerry 2018-09-20 18:53

China has pretty much said sa·yo·na·ra to US soybeans. My bad, that is Japanese, and it means so long, good-bye, it’s been nice to know ya.

  69. Cory Allen Heidelberger Post author | 2018-09-20 19:10

Jason, on Noem’s failure to toe the line as a sign she can drain the swamp: wouldn’t Al Novstrup say that a candidate has to demonstrate her ability to build relationships, and that an unwillingness to toe the line shows she can’t get things done with the existing powers and she is thus disqualified from public office?

Billie Sutton seems much better at building relationships.

  70. Cory Allen Heidelberger Post author | 2018-09-20 19:10

(And again, Steve, you’re really hung up on schadenfreude. You should consider diversifying your sources of pleasure.)

  71. Nick Nemec 2018-09-20 19:11

It isn’t just the market OS. It is directly related to the Trump trade war. Trump even admitted as much when he came up with his market loss payments to farmers plan.

  72. Nick Nemec 2018-09-20 19:14

While it is true that Republicans outnumber Democrats in SD there are many Republicans who dislike Noem and will be voting for Sutton this fall. Billie has a battle ahead of him but this election is far from over.

  73. OldSarg 2018-09-20 21:12

Nick, It was over before Sutton threw his hat in the ring. He picked the wrong party. He could have won had he run as a republican but the stench of the God hatting, open borders for illegals, baby killing dems cannot win in this country.

  74. jerry 2018-09-20 21:23

It has been a long long time since I have seen this much enthusiasm for a Democratic candidate in South Dakota. Many many Sutton and Bjorkman signs along the interstate in West River and even in the small towns.

In Rapid City, guess where a Sutton sign is? Right in the GAP in a place that has been pretty much staked out for Republican candidates. All of this corruption has turned many a Republican off completely as they see their party slide into something that is not even recognizable anymore. This election will be close, but maybe not as close as some see it. Billie will take it with all of us pulling the lever for him. Tomorrow it starts gang! Vote early and kick back. Change is coming to South Dakota and it cannot come fast enough!

  75. jerry 2018-09-20 21:34

Real Republicans have had enough already. This in from the Alaska Governor and his Lt. Governor.

“ANCHORAGE – Governor Bill Walker and Lieutenant Governor Byron Mallott on Thursday offered the following statement:

We oppose the confirmation of Brett Kavanaugh to the U.S. Supreme Court.

One of our top priorities as Governor and Lieutenant Governor is expanding affordable healthcare access to all Alaskans. We supported increasing the number of people eligible to receive health insurance by increasing the pool of those who have access to Medicaid, and we have also championed protections for Alaskans with pre-existing health conditions. Another priority of our administration is protecting the rights of working Alaskans. Mr. Kavanaugh’s record does not demonstrate a commitment to legal precedent that protects working families. Key aspects of our nation’s healthcare and labor laws may be at risk if Mr. Kavanaugh receives a lifetime appointment.

Mr. Kavanaugh’s appointment could also jeopardize the Indian Child Welfare Act, Alaska Native Claims Settlement Act, and other laws that enable tribal self-determination due to his overly narrow view of the relationship between federal and tribal governments. Alaska is home to 227 tribes, nearly half of all tribes in our nation.

Finally, we believe a thorough review of past allegations against Mr. Kavanaugh is needed before a confirmation vote takes place. Violence against women in Alaska is an epidemic. We do not condone placing someone into one of our nation’s highest positions of power while so many key questions remain unanswered.

    – Governor Bill Walker and Lieutenant Governor Byron Mallott”

Mr. Billie Sutton take a look, a long look at this. The times are a changing. People, all people want the security of healthcare. We are scared to death of what happens when
the bottom falls out of social protections. Many of us here in South Dakota come from a long line of families that lost it all in the Great Depression only to find security in Social programs like Social Security and healthcare. Ya got a winner here sir, go for it, your opponent cannot, as she tried to kill it in congress with 65 NO votes and would absolutely do it again as governor. Can’t let it happen. Go get’m.

  76. Debbo 2018-09-20 21:42

Throughout the US absolute numbers of Democrats and Pootiepublicans in a given district is not necessarily the crucial stat per 538. As they review election fundamentals in districts throughout the nation, 538 has seen a significant shift of momentum for Democratic candidates, even in red states such as SD.

It’s expected that as Grassley and the white Pootiepublican males on the judiciary committee continue shove Kavemanaw through to a quick vote, their party will lose even more Republican women’s votes.

In addition, unaffiliated or non major party voters are leaning strongly toward Democrats. These factors are playing a critical role in all national and statewide races– House, Senate and governorships.

538 includes SD in those comments. Thus, simple numbers of registered Democrats and Pootiepublicans will not decide the 2018 elections.

What this means in sum, for you OS, is that even though you’ve been trying your best for weeks to discourage SD Democrats, you are failing. Falling flat on your face at it because your claims are simply BOGUS. UNTRUE.

Wrong, wrong, wrong. Ask your handler for another meme to try. This one has failed.

  77. Jason 2018-09-21 07:43

Still waiting for someone to use the actual numbers from the States to prove Noem is wrong.

  78. Ed 2018-09-21 08:46

Noem is wrong about everything that comes out of her mouth. There are numerous videos from her lying to people that there would be death panels denying health care to patients if the affordable health care act was implemented. Nail her on that one, Billie. She also said she supports Trump 100% so that includes the tariffs that are killing us farmers financially. She should also be held accountable for over forty votes to take away health care from people without any replacement coverage including denying pre-existing condition coverage and lifetime insurance cap protection. And let’s not forget her snubbing her nose at campaign finance reform passed by the citizens of this state.

  79. Porter Lansing 2018-09-21 09:21

Jason … I have that data. It unequivocally shows that Rep. Noem is incorrect in her assumption. It’s compiled in a form that even a contrary, fact denier like yourself will agree with.
As soon as President Trump releases the tax returns he’s promised us I’ll post that data. Until then, sit and spin.

  80. T 2018-09-21 09:26

Sutton overcame his territorial repubs and got there votes, then they changed districts and guess what he still campaigned and got those votes as well. He has to get out and travel every little area and big area in this state. My Aberdeen friends are still KN, they won’t change from their party even if their god himself was running against them. It’s people like that he has to sprinkle his hometown majic like he does in his district to narrow this 30% OS is talking about. The reservation, millineums, women and the rest of us fall short, I’m afraid

  81. Porter Lansing 2018-09-21 10:37

oS … No self-righteous P.O.S. like you or any law is going to tell my wife or daughter they have to become a mother if they choose not to. Take your “better than you” attitude far away and mind your own damn business.

  82. mike from iowa 2018-09-21 12:12

OldSowbait, you aren’t a Democrat or a woman so keep your mouth shut and yer opinions on these subjects to yerself. Just like Debbo said.

  83. Adam 2018-09-21 12:33

Gotta admit (though I hate it), that is one super-effective negative ad.

The science and research behind the message is perfect for maximum impact upon the Trumplican mindset. It reflects and reinforces the attitude, general bias and prejudice behind the conservative belief system. It ties in state politics with the national Trumplican message. It’s nothing more than an anti-liberal dog whistle. It’s actually super-high leverage stuff for the market it’s placed in.

Just wait for the “Billie Sutton: Leadership We Can’t Afford” ads.

Did anyone really expect some kind of ‘honest’ messaging to or from the Republican Machine? I mean, seriously?

Billie needs to run not just for Governor, but also AGAINST dishonesty in South Dakota politics.

  84. Adam 2018-09-21 18:20

Watching national issues, like immigration, trump everything local is so predictable, out here, that to think SD voters pay any real attention to their own state government gives them gigatons more credit than they deserve.

  85. Lorraine Besmer 2018-09-21 18:59

Yes, Porter, I am voting for Billie Sutton, I am also promoting his election as I believe he will do what is right for the people of South Dakota. BTW, I have not lived in Burke for the past 20 years.

If you have not seen the 2018 Conservative Scorecard and Voter Guide compiled by The SD Citizens for Liberty, I suggest you go to their website and take a long, hard look at it. SDCitizensForLiberty.org It is apparent that Billie votes conservative more than many of the Republicans, or at least the ones who ran as Republicans, knowing they would probably not win as Democrats. Billie is ranked as #13. That means 17 of our Senators who were elected as Republicans are less conservative than Billie. It also shows the ones who changed party affiliation. Yes, it is eyeopening, to say the least. I would love to see a National Scorecard and Voting Record like this one.

I believe Billie will continue to “cross the aisle” and work with all people in the legislature for the good of South Dakota.

I have watched Kristi Noem’s voting record. I do not believe she has followed the best interests of the people of South Dakota. That is another reason I am promoting Billie Sutton to be our next Governor of South Dakota.

  86. Cory Allen Heidelberger Post author | 2018-09-21 21:50

Asked and answered, Jason. See links in original post. Medicaid does not cost the states. Noem’s claim in her ad is false.

  87. Ryan 2018-09-24 09:05

I have to admit, OldSarg is a much more effective rabble-rouser than jason. OS is funny, even though he sometimes misses the point by a couple hundred miles.

And jenny, a lot fewer people care about other people’s sexual behavior than you seem to think. OldSarg can speak for himself, but my guess is he didn’t bring up the issues of gayness or straightness because it isn’t important to him. 90% of people don’t care who you want to have sex with. There is about 5% of each party who actually thinks gayness or straightness matters to anybody, and they are so loud and obnoxious that it makes people like you think the whole world is talking about what gender they prefer to copulate with. Nobody cares. You accuse OS of bringing up tired old issues, but look at you. Nobody cares about who you lust after. Find another thing that defines you.

That all being said, Sioux Falls is over-run with Billie yard signs and I love it. Anybody know where I can get a couple? I sure hope he wins, and I would love for my elderly neighbors to be uncomfortable knowing I’m not a republican.

Finally, Billie should have definitely selected bcb as running mate.

  88. Jenny 2018-09-24 10:49

Ryan, remember the transgender potty bill. Always remember.

There will be a referendum vote on it sooner or later in SD.

  89. Jenny 2018-09-24 10:59

Actually if her royal highness wins, Kristi will grab that pen and sign her name on an anti-transgender potty bill faster than a priest grabbing an alter boy.

  90. Jenny 2018-09-24 11:00

    Altar boy (not alter)

  91. Ryan 2018-09-24 11:01

Jenny, i re-assert that 90% of people don’t care. People who are defined by their genitals or sexual preferences think that everyone else is, too, but they’re wrong.

  92. Jenny 2018-09-24 11:12

South Dakota will care once the boycott happens when the pubs get their potty bill signed.

And Kristi WILL SIGN it, people. Please stand up against anti-LGBT politicians and vote for Billie!

  93. o 2018-09-24 12:06

I truly hope this election can come to focus on leadership. Both candidates have voting records, but the real revelation will be on what issues they chose to LEAD – not just follow. As a governor, I want to know the direction the candidate plans for SD. Who the candidate has supported seems far less important than who has supported the candidate. If this devolves into “He’s a Clinton-man and I am a Trump-woman – so let’s get out there and vote party lines. . . ” I think the state will have missed the more important point.

  94. Adam 2018-09-24 12:33

I just don’t think Billie is running against anyone or anything. His message is so positive that it has no balance.

‘Everything is beautiful in its own way, even diseased rural folks who barely speak English and talk like angry drunks when they’re sober. Things are looking great in South Dakota! We should be so proud!’

The General Election in South Dakota is just another Republican Primary. Why is this so hard for Democrats to understand?

  95. Jenny 2018-09-24 13:04

I totally agree, Adam. Nice guys don’t win elections.

  96. Adam 2018-09-24 17:08

Nice guys also have the hardest time governing.

  97. leslie 2018-09-24 19:30

I used actual numbers from the States. It’s your turn to use actual numbers from the States to prove your argument.

  99. jerry 2018-09-24 23:59

Little Russian, Here ya go..again “Federal Medical Assistance Percentage (FMAP). The federal government guarantees matching funds to states for qualifying Medicaid expenditures; states are guaranteed at least $1 in federal funds for every $1 in state spending on the program. This open-ended financing structure allows federal funds to flow to states based on actual costs and needs as economic circumstances change.
Enhanced Matching Rates. In some instances, Medicaid provides a higher matching rate for select services or populations, the most notable being the ACA Medicaid expansion enhanced match rate. For those states that expand, the federal government will pay 100 percent of Medicaid costs of those newly eligible from 2014 to 2016.1 The federal share gradually phases down to 90 percent in 2020 and remains at that level. There is no deadline to adopt the expansion; however, the federal match rates are tied to specific years.” https://www.kff.org/medicaid/issue-brief/medicaid-financing-how-does-it-work-and-what-are-the-implications/

  100. Jason 2018-09-25 00:14

You should read your link Jerry.

While federal funds have always represented the largest share of Medicaid financing (about $6 out of every $10 spent on the program), state and local funds also play an important role in financing the program’s spending. States have flexibility in determining the sources of funding for the non-federal share of Medicaid spending – though federal law does require that at least 40 percent of the non-federal share comes from state funds.

  101. jerry 2018-09-25 08:16

Little Russian, you did read it and agree that states pay into the federal government for Medicaid. We in rural states are the sickest in the nation and we have the poorest coverage for our needs without Medicaid Expansion. Good news for the undertakers though, but bad news for state government that has to keep ponying up the higher rates. Ah Republican governing, like a breath of CAFO… downwind.

  102. Robin Pearce 2018-10-04 14:58

I don’t know if Anne or Jenny made the most ridiculous statements I have ever heard on this forum today.
Anne before you spout off such ignorant ( I am being kind) statements you might want to get your degrees in both Addiction and Medical Sociology , you might possibly graduate with a sentence that at least have some backing to them.
Jenny I have no words for anyone who thinks they know so much about morals and the “right thing to do” Take the Justice class from Harvard and see if you can outwit the best.
Those who are all rah rah let’s just jump in and do the medicaid thing sure trust Republicans a whole lot despite the evidence
State Legislators need to do due diligent research with Federal funding availability based on a current economic forecast from an actual economics policy expert today- Not two years ago when policy was stable. Currently there are 2 or 3 moves for the S.C. to rule the Federal funding illegal- I wouldn’t put it past the court to do so considering the last 8 months.
You also have to be able to guarantee that the Feds would not be able to back out for “Austerity” reasons———hundreds of millions of medicaid funds have been removed from the budget already, and then Yesterday HHS redirected (robbed) 10 million immediately from Medicaid without consulting Congress until after the fact.
A state Legislator should not be gallantly offering to put taxpayers up as guarantors unless he can guarantee the funds will be there down the road.

  103. bearcreekbat 2018-10-04 15:43

Robin, it looks to me like the current County Poor Relief program already makes SD taxpayers guarantors for the cost of treating the medically indigent who are not currently eligible for Medicaid.

See SDCL ch. 28-13 generally, and sections 26 theough 29 for more particulars

    https://sdlegislature.gov/Statutes/Codified_Laws/DisplayStatute.aspx?Type=Statute&Statute=28-13

Given these laws, maybe an attempt to use an expansion of Medicaid might not be such a gamble.
