Biden ARPA Invested $694M in Water Projects Across South Dakota

If you are drinking water in South Dakota, or using water to green your grass or flush your poop, you should send a thank-you note to President Joe Biden, whose American Rescue Plan Act of 2021 pumped $693,923,200.69 into 141 municipal and regional water systems to help finish vital water infrastructure projects everywhere in South Dakota.

WEB Water Development Association is the lead agency on the WINS regional water project, which will also serve BDM Rural Water and the city of Aberdeen. The WINS project received ARPA grants in four phases: $14,623,380 in June 2023; $10,500,000 in June 2024; $56,452 in November 2024; and $1,164,796 in May 2025, for a total of $26,344,628 in ARPA support.

Webster, a city of 1,728 in Day County, received an ARPA grant of $2,422,717 for $4,433,000 of water system improvements.

Webster also received a second ARPA grant of $4,065,673 for a $7,558,000 wastewater improvements project.

Wessington Springs, a city of 773 in Jerauld County, received an ARPA grant of $180,883 for $773,238 of drinking water improvements on Second Street.

Wessington Springs also received a second ARPA grant of $278,726 for wastewater improvements on College Avenue.

Wessington Springs also received a third ARPA grant of $337,925 for drinking water improvements on College Avenue.

West River / Lyman Jones Rural Water System based at Murdo received an ARPA grant of $1,200,000 for $4,000,000 of water distribution and storage improvements.

Westberry Trails Water Users Association based at Rapid City received an ARPA grant of $288,650 for $1,465,650 of drinking water improvements.

Western Dakota Regional Water System based at Rapid City received an ARPA grant of $8,000,000 to cover the cost of the Missouri River Waterline Western South Dakota study.

Weston Heights Sanitary District based at Rapid City received an ARPA grant of $3,290,350 for the $3,871,000 estimated cost of a new water storage reservoir.

White, a city of 537 in Brookings County, received an ARPA grant of $715,611 for $2,501,800 of watermain replacements.

White also received a second ARPA grant of $734,290 for $2,567,100 of sanitary sewer line replacements.

Wilmot, a city of 432 in Roberts County, received an ARPA grant of $1,962,408 for $4,092,000 of wastewater collection system improvements.

Worthing, a city of 927 in Minnehaha County, received an ARPA grant of $1,699,961 for $2,845,000 of wastewater treatment facility improvements.

Yankton, a city of 15,411 in Yankton County, received an ARPA grant of $16,681,550 for $44,565,600 of wastewater treatment plant improvements [Bob Mercer, “Federal COVID Aid Helped Many SD Water Projects,” KELO-TV, 2025.10.17].

President Biden made real improvements in the quality of life in South Dakota. Be glad South Dakota moved fast to spend that money before the current administration could claw back those funds and leave South Dakota high and dry.

    It appears the Noem Administration did a good job of doling out this unnecessary gravy train to infrastructure projects instead of pounding it down fluffy liberal rabbit holes like Mr. President Biden wanted people to do.

Yes, socialized agriculture, socialized dairies, socialized cheese, socialized livestock production, socialized crop insurance, a socialized timber industry, socialized air service, socialized freight rail, a socialized nursing home industry, socialized water systems and now a socialized internet are all fine with Republicans in South Dakota but then they insist single-payer medical insurance is socialized medicine.
