Dell Rapids Representative Jon Hansen has warned his caucus to stand firm against the lure of big government and Biden Bucks. But his own Dell Rapids neighbor and seatmate, Rep. Tom Pischke, has his hand out for pork for the home crowd.
Rep. Pischke, who hates big government getting into his business, wants with House Bill 1165 to secure a half-million-dollar emergency grant from the Department of Agriculture (and Natural Resources) to repair a boat ramp, clean something up (all the bill says is “necessary cleanup”), and extend the bike path along the Big Sioux River. And yes, this boat ramp, clean-up, and new bike path are an emergency; Rep. Pischke’s emergency clause says so.
Not only is Pischke asking for big government money, but he’s asking for free cash to support bicycle infrastructure, greenie hippie recreation! I don’t know how Hansen can stand to sit in the same chamber as a Socialist like Pischke.

Look, I like bike paths. I like government support for green transportation and aerobic recreation opportunities that improve the health of the populace. I like cleanup of rivers and lakes, provided they are cleanups and not just socialist construction projects in a waterway. I like boat ramps, not too many but this one exists and probably needs improvement. I think it probably does more good to spend this money on this project than a lot of stuff, such as another Custer Park campground. But to say this project is “necessary for the support of the state government and its existing public institutions” and therefore that an emergency exists is more than an overstatement. It’s flat out lying to the people of the state. That we officially accept such brazen lying to exist in the legislative process seems odd to me. I understand this is constitutional language that allows for more timely action. They can start and complete the project much quicker, maybe even this summer, if they can start earlier, than July 1 which the emergency clause would allow. But emergency clauses are abused to the point where many seem to be an unconstitutional abuse of the SD Constitution.
Does this bill violate the one subject rule? Sure it’s for an appropriation, but the bill includes distinctly different projects.
Hey if they’ve got the money why save for a rainy day. My family reunions were in their park on the river it probably needs maintenence. Nostalgia always works for me, spend the out of state money from the socialist states, its OK by this socialist.
The SD legislature ought borrow a funding chapter from the federal recreational trails program (RTP). Then a minimum of 20% of the funding would come from non-state sources. The locals ought to “pony-up”, if this project has merit and economic benefit. By this formula that’s $400k state and $100k local (non-state) funds.
That local “contribution” will kill frivolous crap while also ensuring local buy-in for the future maintenance of the project.
Mandating a local buy-in will stop most closet socialists while instilling those dreaded “a” and “r” words — accountability and responsibility.
There’s just something about Tom Pischke that makes me gag. It’s kinda the same thing with Deutsch and Bolin. And…, oh, why bother?
Well…I suppose the locals have gone to Pischke with a “Wish List” for the federal swag and he feels he has to respond in the name of constituent services and local advocacy. Seems that he’s abandoning “South Dakota values” for political expediency and self aggrandizement. I guess that’s swell, walking on both sides of the street at the sane time. His posture tells you a good deal about his character. I like boar ramps, bike trails and parks, and I guess we can get them whether its through the work of a hard working local committee or the machinations of a hypocritical local ward healer. Now he’ll want a plaque by the ramp with his name on it.

Looked high and low for sensible government caretaken of taxpayer’s funds sent to Washington that were rebated back to SD. Only found cockroach-like behavior in the fox base studio in Pierre. Couldn’t get in the one-house gated community housing South Dakota’s Pride and Joy and that sauna. While the ruling party in Pierre is bringing home emergency pork no matter its origin. The emergency declaration is concocted by the mindset of the inept, inbred republicans wandering around Pierre for a few more weeks trying to pretend to hold each other accountable for dead, service fees, intrusion of the subsidized free market in western SD with a campground, a shooting range, fireworks, and that dang virus (making participation at events a life-or-death decision).
