I just noticed this morning that the Secretary of State’s campaign finance reporting website has an option allowing curious citizens to search 2018 filings by filing status. Click the “Not Submitted” option, select “Year End – 01/25/2019,” and you get the complete list of campaign committees—individuals, PACs, and ballot question committees—who have not filed year-end reports for 2018.

Note that John Dale’s Cannabis Consumers for Liberty BQC is incorrectly included on the “Not Submitted” list. Dale organized his committee in 2017 for his failed pot petition drive, properly filed his termination report on January 24, 2018, then reorganized his committee for a petition drive this year on January 3, 2019. Dale’s committee did not operate or exist for 2018 and thus does not need to file a year-end report for 2018.
Avera’s Healthy Communities BQC is similarly improperly tarred on the SOS not-submitted list: that committee terminated after the 2016 election and only reorganized on January 11, 2019, and thus is entirely in compliance with campaign finance rules.
Bootz, Hart, Pease, and Schipper ran for Legislature in 2016 and did not campaign in 2018 (Pease did stand unopposed for Republican precinct committeee woman in Clay County.)
Based on last filings, the 21 delinquent committees listed hold $45,775.09 in unaccounted campaign funds. Let’s see where that money went, treasurers!
An e-mail sent yesterday to the delinquent committees’ treasurers says the Secretary of State is giving them until March 12 to file year-end reports before beginning the “legal process [emphasis theirs] of sending the Notice of Order and Violation.” Failure to timely submit campaign finance statements is a Class 2 misdemeanor (30 days in jail, $500 fine). The Secretary of State can also slap late filers with a $200 civil penalty, another $250 for repeated failure, and a referral to the Attorney General or local state’s attorney. Any candidate with outstanding campaign finance reports is prohibited from being certified to run for any office.
