Trump Signs Executive Order to Undermine ACA Marketplaces with Weaker Insurance

A President who does not understand the difference between the stock market and the national debt is now pretending to understand how to make health insurance better… by signing an executive order to allow individuals and small business to buy crap insurance that bypasses state regulation:

Under the president’s order, association health plans will be able to avoid many ACA rules, including the law’s benefits requirements, limits on consumers’ yearly and lifetime costs, and ban on charging more to customers who have been sick. Critics warn that young and healthy people who use relatively little insurance will gravitate to those plans because of their lower price tags, leaving older and sicker customers concentrated in ACA marketplaces with spiking rates.

“It would be different pools under different rules,” said one senior health policy source who spoke on the condition of anonymity since the order was not yet public.

On Thursday, the Society of Actuaries similarly criticized the order, saying in a statement: “Healthier consumers will likely be able to enroll in plans with lower insurance rates, while more medically complex consumers may be subject to significant rate increases. Further, there will likely be an increase in solvency risk for association health plans, contributing to market instability” [Amy Goldstein, “Trump Signs Order to Eliminate ACA Insurance Rules, Undermine Marketplaces,” Washington Post, 2017.10.12].

Trump has no data showing his plan will work. He probably can’t even recite the details of what he just signed, let alone explain the real policy impacts. He’s just continuing his vendetta against Barack Obama.

We need to stop Donald Trump’s destructive joyride through the effective domestic and foreign policies established by past administrations. If cowardly Republicans in Washington continue to shy away from putting an end to Trump’s threat to liberty, peace, and prosperity, we will need to elect Democrats and other people of intelligence and conscience to every available office, from Senate and U.S. House on down to state legislature and dog catcher, to curb the President’s power and start putting back together whatever pieces Trump is strewing about in his scorched-earth campaign against history.

It is understandable that a president not understand the national debt, the nations economy or healthcare. These and many more issues are complicated for anyone.
The difference being is that a president needs to reach out to his cabinet and other experts for explanations and advice. President Obama was not afraid to admit that is what he did on regular basis on many national concerns.
Now we have a ‘president know-it-all and has said so on numerous occasions that he can do it all by himself. With a great threat to a country that is exactly what he is doing and it is pretty damn scary.
The real concern for republicans is that Trump will be removed from office by impeachment or the implementation of the 25th Amendment before their tax plan can be voted on and enacted.

  2. jerry 2017-10-12 17:21

Roger, you nailed it with your last sentence. So far, so good for wild eyed republicans. If they can just line their pockets further…The dream.

  3. OldSarg 2017-10-12 17:55

No impeachment and no 25th Amendment. It ain’t happing. Those are called “pipe dreams”.

On a much brighter note: You can obtain coverage from Liberty Healthshare for rates much better (like a 4th of the cost) than you can from Obummercare already in South Dakota and it didn’t take an executive order to get it and (drum roll please. . . .) you don’t have to pay for killing babies! HERE’S THE LINK: https://www.libertyhealthshare.org

you don’t have to pay for killing babies! Whose babies don’t we have to pay for killing, OldPaint? Gubmint says we killed a wanted ISIS female and her 12 year old son.

You right wing nut jobs have no conscience when it comes to robbing US women of their constitutional rights to control their reproductive health. Then you dance in the streets when the bombs fall and civilians of all ages get murdered. And we have killed way more civilians than enemy combatants of late.

How many of these deaths does yer so called cheap insurance buy you?

  5. mike from iowa 2017-10-12 18:16

I’ll save you all some pain and suffering about the legal notices. Here is what South Dakota’s codified laws say—-South Dakota Statute Title 58-1-3.3
Notice: The organization facilitating the sharing of medical expenses is not an insurance company, and neither its guidelines nor plan of operation is an insurance policy. Whether anyone chooses to assist you with your medical bills will be totally voluntary because no other participant will be compelled by law to contribute toward your medical bills. As such, participation in the organization or a subscription to any of its documents should never be considered to be insurance. Regardless of whether you receive any payments for medical expenses or whether this organization continues to operate, you are always personally responsible for the payment of your own medical bills.

So, Old i’ve got egg on my face Sarg-, what say you now?

  6. Roger Cornelius 2017-10-12 18:27

    Good catch mfi on libertyhealthshare.

I’m very concerned that Trump is going to start killing off old people like me.

  7. mike from iowa 2017-10-12 18:45

He better not. I am not that much behind you and have my first great grand girlie to love and enjoy and irritate.

From San Juan, Hurting defenseless people is what trump and those republicans that support him want to keep doing. From the mayor of San Juan Puerto Rico to the “dumbest god damned student I ever had” trump’s professor at Wharton.

“Puerto Ricans have suffered greatly in the past month. Two hurricanes devastated our homes and our electrical infrastructure leaving us without the essentials to survive: drinkable water, food and medicine. But perhaps more frustrating has been the devastating actions, time after time, by a President whose tweets, comments and actions seem to be taken out of a book on “how to add insult to injury” rather than a book on “how to help during a humanitarian crisis”. He is simply incapable of understanding the contributions, the sacrifices and the commitment to democratic values that Puerto Ricans have shown over decades. His actions are unbecoming of a leader of the free world.

Mr President, you seem to want to disregard the moral imperative that your administration has been unable to fulfill. Your replacement of the FEMA Coordinator in Puerto Rico is an admission that things are not going the way they should. Your tweets and comments just show desperation and underscore the inadequacy of your government’s response to this humanitarian crisis. It is not that you do not get it, it is that you are incapable of empathy and frankly simply cannot get the job done.

Ever since this ordeal began, San Juan has had over 300 sustained volunteers from the United States. Good, hard working people from New York, Florida, California, Texas and many others who embody the fundamental values of compassion, ingenuity and hard work that you are certainly unable to express. These men and women, most of them union workers, have literally taken care of our bodies and souls. They did not come for a photo op or to throw paper towels and insults at us. They came to help, something you seem to be unable to grasp. These volunteers have seen the horror that you continue to want to dismiss. They embody the true spirit of the American values that you dismiss with every inappropriate and derogatory action and comment.

Tweet away your hate to mask your administration’s mishandling of this humanitarian crisis. While you are amusing yourself throwing paper towels at us, your compatriots and the world are sending love and help our way. Condemn us to a slow death of non drinkable water, lack of food, lack of medicine while you keep others eager to help from reaching us since they face the impediment of the Jones Act.

I ask every American that has love, and not hate in their hearts, to stand with Puerto Rico and let this President know we WILL NOT BE LEFT TO DIE. I ask the United Nations, UNICEF and the world to stand with the people of Puerto Rico and stop the genocide that will result from the lack of appropriate action of a President that just does not get it because he has been incapable of looking in our eyes and seeing the pride that burns fiercely in our hearts and souls.

No one needs an invitation to help, to feed the hungry, to cure the sick, to give a helping hand to those in need. Simply put: HELP US. WITHOUT ROBUST and CONSISTENT HELP, WE WILL DIE.

Mr. President fulfill your moral imperative towards the people of Puerto Rico.

    Carmen Yulin Cruz

    Mayor of San Juan”

The failure of American ideals can be summed up with the mayor’s letter. trump can clang swords around, but the world can see that if we cannot take care of our own territory, we are a failing empire. One that is ripe for takeover by hostile forces. Russia has already shown their ability to invade without consequence as trump has not even implemented the sanctions he signed. sad..dude is a fraud and it is making us all that way.

  9. OldSarg 2017-10-12 20:30

I never called it “insurance” though you are all mincing words here.

I really liked the words by the genius Mike “Not health insurance, doesn’t guarantee your bills get paid”. Mike, no insurance guarantees payment. None.

“So, Old i’ve got egg on my face Sarg-, what say you now?” With Liberty you normally pay 20 to 50% less than you do through your own insurance company to the medical provider. In addition, the other participants repay you for your medical expenses. This is exactly why it is allowed under the law.

Sorry guys, it works, it’s less expensive and yo udon’t have to fund the killing of babies like you do with the Obummercare “insurance” policies that are vastly more expensive. For most Americans it means: food on the table, college for the kids, a home or rental payment, a car to drive, gas for the engine, lunch and a myriad of other benefits that go to the people and not an “insurance company” that is being managed by an incompetent bureaucracy.

  10. Roger Cornelius 2017-10-12 20:46

Talk about mincing or parsing words, Old Sarg, what does coverage mean to you when talking about health insurance?

  11. Darin Larson 2017-10-12 21:35

Trump is going to own Obamacare’s aftermath and it isn’t going to be pretty.

“President Trump plans to cut off key payments to insurers selling ObamaCare coverage, Politico reported Thursday, citing two sources familiar with the matter.”

“The Congressional Budget Office (CBO) said in August that about 1 million people would be uninsured in 2018 and insurance companies would raise premium prices by about 20 percent for ObamaCare plans if the payments were cut off.”

    http://thehill.com/policy/healthcare/355258-trump-to-cut-off-key-obamacare-payments-report

  12. John Sweet 2017-10-12 21:40

Old Sarg, being the battle hardened veteran that you are, I expect you are getting your health coverage via the Veterans Administration?

  13. Darin Larson 2017-10-12 21:45

Trump’s incompetence may usher in single payer health coverage faster than we could have otherwise hoped. Trump’s healthcare plan is for sick people to declare bankruptcy and for healthy people to buy cheap policies that cover very little. What happens when a healthy person encounters serious health issues under Trump’s plan? They just declare bankruptcy like Trump is fond of doing. Sign me up for Trumpdon’tcare!

  14. Darin Larson 2017-10-12 23:35

Jerry, the trick is to compartmentalize your assets like Trump has done with corps. and llc’s. It is a little trickier with a personal bankruptcy, but with proper planning all things are possible.

  15. jerry 2017-10-13 00:22

Indeed, that and not get rattled or think your pride is anything more than making sure you survive. In order to survive with the bandits, you must become a bandit if you or a family member become sick. Simple stuff, ask yourself, what would trump do?

The American Academy of Actuaries says selling across state lines is likely to provide little savings while making it harder for high-risk individuals to afford coverage:

As high health costs persist, insurance affordability remains a challenge for many employers and individuals. However, allowing insurers to sell coverage across state lines could result in unintended consequences such as market segmentation that could threaten the viability of insurers licensed in states with strict benefit coverage, issue, or rating rules. The ability for high-risk individuals to obtain coverage could be compromised as a result. If rules governing insurance are consistent across the states, as they are under the ACA, market segmentation could be minimized. However, potential premium savings would also be minimal, as premiums would continue to reflect local health care costs, regardless of location of the insurer [“Selling Insurance Across State Lines, Actuary.org, Feb. 2017].

The National Association of Insurance Commissioners says selling health insurance across state lines won’t work.

And remember: Section 1333 of the Affordable Care Act says states could form compacts to allow insurance sales across state lines, yet nobody has taken the ACA up on that offer. States, insurers, and hospitals don’t want to do it. Trump’s executive order ignores standing law, economics, and experience.

  17. mike from iowa 2017-10-13 08:18

Medicare does. So does Medicaid, Old Glory. Insurance companies have to spend at least 80% of their revenues on healthcare.

  18. mike from iowa 2017-10-13 08:20

ps OldSalt-what is your definition of coverage? Coverage means your insurance pays for whatever is covered.

  19. mike from iowa 2017-10-13 08:24

the other participants repay you for your medical expenses. This is exactly why it is allowed under the law.

Apparently, OldShep, you didn’t read the part where it says you and you alone are responsible for your bills. It is written in black and white and says other people are not obligated to pay your bills.

  20. o 2017-10-13 08:31

OldSarg said, “Mike, no insurance guarantees payment. None.” That does not have the ring of truth to me. I have a policy, a contract, that lists what benefits (payments) will be made and what my costs are. I think that is the whole point of insurance – the guarantee of payment. I accept that many companies will drag their feet and reject in the hopes of you giving up contractual rights, but there are legal obligations spelled out.

As for the Liberty Health Share, I would never want my life to be on the line, reliant on someone else volunteering to shoulder my health care costs, but I also say God bless those who are participating who may be throwing in extra money from their pocket to help others.

  21. jerry 2017-10-13 10:31

Cory, long before the ACA/Obamacare even had President Obama in the senate, there were states (Wyoming for one) that allowed cross state line sales. No one had ever taken that measure before 2010 and even now, the only South Dakota company that does that is Sanford. They sell in North Dakota, South Dakota and parts of Iowa and Minnesota. Not at the same cost though. This dog won’t hunt.

  22. jerry 2017-10-13 12:22

As we stumble towards the abyss, we can now be assured that trump/republicans now owns his broken healthcare system along with NOem, Thune and Rounds. ACA has stopped to exist, trumpcare is now the mantra. This is now their liddle baby, lock stock and barrel. Sin por sin.

  23. OldSarg 2017-10-13 16:56

Teachers across the state, who now pay $1,600/month and Nation can now join together to give them the same buying power for health insurance we have given the civilian federal employees who are paying Blue Cross $400/month.

  24. W R Old Guy 2017-10-13 20:51

    Gosh Old Sarge,
Why didn’t you quote the full amount of the monthly premium including the governments share?

    https://www.opm.gov/healthcare-insurance/healthcare/plan-information/premiums/2018/non-postal-rates-ffs.pdf

Your chances of banding together and getting a low rate do not look good as the insurers are not interested. You could have bought insurance across state lines under Obama Care and several states set it up. To date there have been no takers from the insurance industry.

Good catches on OldSarg’s church health bill racket. I can’t buy that coverage, because I’m not Christian. And it’s not coverage; it’s a crapshoot. Their website makes clear that if you get sick, no one is required to cover your illness.

OldSarg is beating another bad drum, the tired trope that private charity and the church can solve all of our problems. Not even the Founding Fathers believed that. If they had, they wouldn’t have fought the Revolution, let alone thrown out the Articles of Confederation in favor of a stronger federal government.
