Bob Mercer reports that Governor Dennis Daugaard has named Scott Herman to fill the vacancy created by the resignation of Stacy Phelps last fall. One Todd County School District website lists Herman as its Dean of Students; the Todd County school board minutes of March 9, 2015, indicate that the board hired Herman to be principal at Rosebud Elementary School for the 2015–2016 school year for $64,400, up from $60,000 during the 2013–2014 school year.

Herman supports Teach for America, which has its South Dakota headquarters in Mission and places many teachers on the Rosebud Reservation.

Last September, Herman was sworn in as vice-president of the Rosebud Sioux Tribe. Herman has previously served for three terms as a representative from Antelope.

The Governor announced Phelps’s resignation on October 2, saying that Phelps’s involvement in the GEAR UP/Mid-Central scandal would be a “distraction” from the board’s ongoing work. Let’s hope that as an employee of a public school district and an elected official who must answer to voters, Herman will push the Board of Education to demand accountability for for corruption in GEAR UP and any other taxpayer-funded education programs in South Dakota.
